My smart meter went out a while back and the tech removed the unit, put in a jumper and said 'Congratulations, you have free electricity until we can get another unit out.' Unless the power company flagged my home (on their grid) as not having a meter, they wouldn't know either way. There's a meter automation system that polls those on a ~15 minute cycle depending on the radio system they use which is usually directly integrated into their billing.

Billing you is one of your power company's core functions, and trying to jigger the meters is older than computerization of them. They will notice and unless your account has been flagged as having a failed meter, it's probably against local law to tamper with their equipment in addition to possibly getting your power disconnected from the street.
